When preparing for the product promotion into the Russian market, a special attention shall be paid to confirming the compliance with the fire safety requirements.
From May 1 of 2009, the fire safety product certification is performed via confirming the compliance with the requirements of the Federal Law "Technical regulations about the fire safety requirements".
The notion of technical regulations was introduced by the Federal Law "About technical regulation" (No184-FZ dated 27.12.2002). The purposes of development and adoption of the technical regulations are clearly defined:
In accordance with the "Technical regulations about the fire safety requirements", subject to compliance confirmation are the products for which the fire safety requirements for fire prevention and human protection in case of fire are established or should be established.
The new technical regulations containing the fire safety requirements considerably extend the list of goods subject to obligatory compliance confirmation. It actually covers most existing product items. Presentation of the fire certificate (or declaration of conformity) is required for the customs clearance if the product code is one the "fire" list.
The full list of products requiring obligatory presentation of a declaration of conformity or a certificate of conformity with the fire safety technical regulations requirements was approved by the Decree of the Government of the RF dated 17.03.2009 No 241.
The goods compliance with the fire safety requirements shall be confirmed voluntarily or obligatorily in accordance with the Law of the RF. The obligatory compliance confirmation shall be executed in the form of declaring the conformity (this is a new compliance assessment form introduced by the Technical Regulations) or in the form of obligatory certification.
The validity periods are also determined for the certificates issued under various schemes, which include periods up to 5 years.
